ORDINANCE NO. 05
SERIES OF 2026
OFFICIAL NOTICE IS HEREBY GIVEN that on March 2, 2026, the Town Council approved as an emergency measure an ordinance titled as follows:
AN EMERGENCY ORDINANCE OF THE TOWN COUNCIL REVISING AND AMENDING THE CAPITAL IMPROVEMENT PROJECTS FUND BUDGET OF THE TOWN OF SNOWMASS VILLAGE TO PROVIDE FUNDING TOWARDS THE BRUSH CREEK/OWL CREEK ROUNDABOUT PROJECT AND APPROPRIATING FUNDS FOR 2026 FOR THE IMMEDIATE PRESERVATION OF PUBLIC PROPERTY, HEALTH, AND WELFARE.
The proposed Ordinance provides for the Town's budget amendment to the 2026 Adopted Budget to provide funding towards the Brush Creek/Owl Creek roundabout project. The Ordinance has been adopted as an emergency measure and, in accordance with the Town Charter, has become effective upon passage.
IN TESTIMONY WHEREOF, the Town Council of the Town of Snowmass Village, Colorado has caused this notice to be dated this March 2, 2026.

Share a Drink With Council in February
Town Council invites all community members to Share a Drink with Council at Heather’s Snowmass in the Stonebridge Inn on from 4:30 – 6:00 p.m. on Feb. 23.
Share a Drink with Council is an engagement event generally held on the fourth Monday of each month. This gathering is an opportunity for community members to enjoy a cup of coffee, a cold beer, or preferred beverage with their town government.
Share a Drink with Council is designed to encourage open dialogue outside of a formal meeting setting. These informal conversations help Town Council hear directly from all community members while promoting transparency, accessibility and trust in local government.

Snowmass Village Seeks Residents for Thrive Advisory Committee
There’s a deadline circled on the calendar for anyone who cares about making life in Snowmass Village a little more doable: March 27.
That’s the last day for full-time residents to throw their hat in the ring for the new Thrive Advisory Committee, a volunteer advisory group that will help shape recommendations tackling some of the town’s biggest pressure points — housing affordability, child-care access and the ever-present cost of living.

The Committee is part of the Town Council’s broader Thrive Snowmass initiative, an effort aimed at making sure the people who live and work here year-round can build sustainable, fulfilling lives in the community they call home. The group’s work will help guide policy conversations that hit close to home for a lot of locals.
Town leaders say the strength of the Committee will hinge on who’s sitting around the table.
They’re looking for a cross-section of the community: seniors and long-time residents, young adults and emerging leaders, working professionals, parents and caregivers, part-time homeowners, business owners and managers, teachers and school staff, Aspen Skiing Co. employees and resort workers, and those working in service, health care, public safety and other essential fields. Renters, homeowners, people in employee housing, locals across income levels — all are encouraged to apply.
No résumé packed with board experience is required. What the Town Council wants most are residents willing to listen, collaborate and engage in respectful dialogue
while working toward practical solutions for year-round residents. The idea is to build a committee that reflects the full spectrum of life in Snowmass Village.
Serving on the Committee will mean attending regular public meetings, participating in listening sessions and community outreach, reviewing data and background materials, and working alongside fellow Committee members, Town staff and other stakeholders to develop recommendations for the Town Council. Members should be ready to devote time to preparation and discussion. The Committee is expected to serve through the end of 2026.
The application itself asks for the basics — contact information and confirmation of residency — along with a short statement of interest, a description of the applicant’s connection to the community, any relevant experience or lived perspective, and disclosure of potential conflicts of interest.
After the March 27 deadline, Town leadership will review submissions and forward recommendations to the Town Council, which will make the final appointments. The overall size of the Committee will be set by the Council to keep it effective and manageable. Some applicants may be contacted for follow-up conversations before appointments are finalized.
The overarching goal is to assemble a balanced, inclusive group that mirrors Snowmass Village as a whole, taking into account age, life stage, housing status, employment sector, length of residency and the ability to work constructively with others.

Roundabout work at Brush Creek Road & Owl Creek Road starts mid-March
Motorists should anticipate construction impacts at the intersection of Brush Creek Road and Owl Creek Road beginning in mid-March and continuing through November. The project includes construction of a new roundabout, roadway improvements, upgraded bus stops, drainage and utility enhancements, and pedestrian and trail connections.
The Town of Snowmass Village will provide updates as the schedule progresses. While most delays are expected to be minor, drivers should plan for periodic lane closures and traffic shifts. Public bus stops at the intersection will close after the chairlifts shut down on April 13 and will reopen in mid-November. As an alternative, passengers can use either the bus stop at Brush Creek Road Faraway Road or at Brush Creek Road and Sinclair Road.

This $8.5 million project follows public outreach that began in mid-2024 to address safety and level-of-service concerns at one of the primary gateways to Snowmass Village. Based on community input and technical analysis, the redesigned intersection will improve traffic flow, pedestrian access, transit facilities, drainage, utilities, and overall roadway safety. The schedule is weather-dependent and subject to change.
Major phases are outlined below.
Phase 1 — Mid-March
Work Activities:
- Utility potholing and relocations
- Construction of retaining walls
- Temporary embankment and roadway installation
- Waterline and stormwater sewer installation
Public Impacts:
- Minor traffic impacts during work zone setup
- Traffic will operate as usual, as work occurs outside the existing roadway
- Bus stops close in mid-April
- Intermittent trail detours in effect
Phase 2 — Mid-May
Work Activities:
- Continued underground utility installation
- Stormwater infrastructure expansion
- Roadway grading for roundabout foundation
- Bus stop construction and concrete flatwork
Public Impacts:
- Lane shifts in effect
- Minor traffic impacts expected
- Two lanes maintained on both Brush Creek Road and Owl Creek Road
- Pedestrian and cyclist detours remain in effect
Phase 3 — Early June
Work Activities:
- Continued underground utility installation
- Concrete flatwork
- Ongoing drainage improvements
- Trail extension construction
- Bus stop construction
Public Impacts:
- Lane shifts in effect
- Minor traffic impacts expected
- Two lanes maintained on both Brush Creek Road and Owl Creek Road
- Pedestrian and cyclist detours remain in effect
Phase 4 — Mid-to-Late August
Work Activities:
- Final roadway paving
- Concrete flatwork
- Completion of trail connections
- Final utility tie-ins
- Landscape restoration
Public Impacts:
- Lane shifts continue
- Owl Creek Road closed to through-traffic at the Fire Station
- Owl Creek traffic rerouted to Highline
- Access to the Chapel and Anderson Ranch remains open
- Emergency access maintained with negligible response time impacts
- Pedestrian and cyclist detours remain in effect
Phase 5 — Early November
Work Activities:
- Permanent striping and signage installation
- Final inspections and project closeout
Public Impacts:
- Minimal traffic disruptions anticipated
- Bus stops reopen

2026 Winter Apres Event With Town Council & PTRAB
Join the Snowmass Village Town Council and Part-time Residents Advisory Board (PTRAB) for the annual Winter Après Meeting on March 11 at the Collective located in Base Village. The event will be held from 4:30 to 6:00 p.m.
This is a wonderful opportunity for the community to interact with their local government and other (full- and part-time) residents.
Attendees will enjoy a panel discussion covering various areas of interest, including wildfire risk, the Snowmass Ski Area, Aspen-Pitkin County Regional Airport, Snowmass Tourism, and more.
