A public hearing is a formal review process for a land use application that is quasi-judicial in nature. This means the Planning Commission and Town Council is required to review the application and all evidence, including public comments, for the case in a public setting / meeting.
If you would like to voice your concern, support, or opposition to an active land use case, it must be done in a public hearing and/or formally submitted for the record.

The budget fiscal year covers the calendar year from January 1 – December 31. The Town’s budget process provides for the creation of a budget that meets the service needs of the community within the resources available from previous years and current year revenues. Each year, the Town Council holds a goal setting retreat with the Town Manager and Department Heads. Together, they identify goals for the future, projects needed to meet these goals, and changes in service levels. Council goals form the basis for the budget. At the End of June: The Finance Department kicks off the budget process, providing all relevant Town staff with the budget calendar and preparation guide, which ensures consistency between departments. By August: Budget narratives are submitted by each department highlighting goals, objectives, staffing levels, capital purchases, and significant budget changes. The Finance Department prepares revenue projects. In the Middle of September: All funds of the Town budget are presented to the Financial Advisory Board. The board reviews each department and division budget and supplemental funds. In the first half of October: The budget process moves to Town Council work sessions. During this process, additional projects or expenditures are identified, prioritized, and voted on for inclusion into the budget. Following this session, department and division heads make final reviews. All final numbers are made part of the budget resolution. A public hearing is held on the budget and mill levy certification. The Town certifies the mill levy to the Pitkin County Commissioners prior to December 15. On January 1: The new budget takes effect.Finance & Human Resources

First priority renters must be full-time employees in the town to be considered. To qualify as a Snowmass Village employee, your employer must have an office or business located within the town. A full-time employee is defined as someone who works a full shift or 40-hour week; whichever is applicable at his/her place of his/her employment, the equivalent of eight months or more during each 12-month period. The Snowmass Village employee with the longest employment time will be given priority. All rental applications are prioritized according to the length of employment in Snowmass Village—not Aspen or Pitkin County. The Housing Director may prioritize current tenants, Town of Snowmass Village and Snowmass Wildcat Fire Department employees ahead of the waiting list applicants.Housing

It is not uncommon for an applicant to wait six to 12 months for an apartment to become available. The housing department can tell you where you are on the waiting list, however they do not have a method to determine how many apartments will be turning over from month-to-month, and how far they will move down the waiting list to rent available departments. The longer you have worked in Snowmass Village, the higher priority you will have for receiving an apartment. When apartments become available, applicants will be given 30 days notice to move into the apartment.Housing

At least 10 unobstructed feet on either side of the pavement are necessary for snow storage. Any vehicle parked on the shoulder is an impediment to snow removal and a traffic hazard; they will be towed. If your vehicle should become disabled or you are unable to continue driving due to adverse conditions, park as far off the road as possible, activate your emergency flashers, and contact the Snowmass Village Police Department immediately at 970-923-5330.Road Maintenance

After plowing the first and second priority streets, the residential streets are next. Snow accumulation is greater on the north-facing slopes, therefore requiring Wood Run and Ridge Run subdivisions to be plowed before Melton Ranch, the Snowmass Club area, and Horse Ranch. The Town is responsible for plowing 39 miles of roadway. When the snow starts falling, time is of the essence to clear roadways and make them as safe as possible. In the process, snow plows leave a windrow of snow on the side of the plow and in front of driveways. This is not intentionally done by the snow plow drivers and is unavoidable. In most cases, the windrow is in the Town’s right-of-way and it is too costly and time consuming for the Town to remove it from all driveways.
We ask that homeowners pitch in and not plow the windrow back on the roadway because this creates a traffic hazard.

The snowplows need to extend their blades up to ten feet from the pavement edge. This may cause snow to be pushed up as far as thirty feet from the pavement edge. If your landscaping is located in the Town’s right-of-way, it should be removed.Road Maintenance

Many snowstorms start after 5 a.m. or later, causing plow schedule delays. Late morning snowstorms cause a daylong gridlock on the roads and plows can’t keep up. Cleanup of the snow is scheduled for 3 a.m. on the next morning. We encourage everyone to use the Snowmass Village Shuttle for transportation.Road Maintenance

The Town issues and enforces seasonal vehicle weight limitations which requires that all vehicles must not exceed 40,000 pounds GVW on all Town roads between March 15 and June 15 of every year—with an exemption available on some roads. Roundabout Rollout

Brush Creek Rd. and Wood Rd. is the busiest intersection in Snowmass Village. Looking at current traffic patterns and adequately planning for additional traffic volume in the future (due to continued expansion of the ski area and planned development at Base Village), the Town has been exploring measures to plan for infrastructure improvements for some time. The Town's Comprehensive Plan outlines the desire and importance to keep the rural character of Snowmass and not widen roads. Furthermore, our municipal code dictates that we maintain a level of service grade ‘C’ in Snowmass Village (Level of service measures congestion for roadways and intersections, and is based on numerical data on traffic volumes, speed, and delays). As early as 2000 a roundabout was deemed as the best option to maintain the character of the community but also meet increasing multi-modal transportation demands with an acceptable level of service. The technical details of the roundabout’s design have continued to evolve since 2004, but the ultimate goal to install a safe intersection for both pedestrian and vehicular traffic, and provide a welcoming statement to the community while working within the existing design constraints remains.Roundabout Rollout

In its current state, the intersection is not well designed for pedestrian crossing. To cross Brush Creek Rd pedestrians must cross two lanes of traffic, as well as avoid vehicles making left and right hand turns. When built, the roundabout will provide several important pedestrian safety improvements including refuges (or islands) which allow pedestrians to cross one lane of traffic at a time. Also, crosswalks placement (recessed from the yield into the roundabout for motorists) forces motorists to first stop for pedestrians, then proceed to the roundabout and yield to traffic, instead of having to do both at the same time.Roundabout Rollout

Access to the Conoco gas station has been a key consideration of the design team. Access to and from the station, safety and access for fuel deliveries, and parking have all been issues that the design team has considered and met.Roundabout Rollout

Similar to the deep utility work that occurred underneath Brush Creek Rd. in 2013, the roundabout project will be phased to minimize traffic impacts on Brush Creek Rd., Wood Rd., and Kearns Rd. as much as possible. During phase 1 & 2, the lanes on Brush Creek road will be shifted, and will be reduced to one-lane. Traffic will still be able to access all parts of the Village, but should expect some delays. Upper Kearns road will be closed during the first phases of the project, but will be re-opened by July 4th. Upper Brush Creek Road, above the intersection, will be closed during phase 3 of the project, but it will be re-opened by mid-August. A detour will always be available, via Carriage Way. The design of the roundabout was finalized in early 2016, and contractors started construction during the off-season in April 2016. New bus stops, crosswalks, sidewalks, medians, utility lowering, and paving are all included in this project, and will be completed before the 2016 ski season.
