The Finance Department is responsible for town financial operations,
investments, personnel, payroll, and risk management.

GOALS: To provide accurate and consise financial information on the operation and status of all Town funds; to ensure compliance with personnel policies; to establish safety policies and adequate insurance coverage.

Property Tax
The current mill levy as for 2007 is 11.015. The property mill levy is set every December. The total mill rate is based on three criteria: 1) assessed property value 2) interest rates 3) bond repayments.
- Property tax revenues are distributed among three categories:
General Fund: 7.29% General Fund accounts for resources traditionally associated with government operations, which are not required to be accounted for in another fund.
Debt Service: 47.32% Debt Service Funds are used to account for the principal and interest and bond reserve requirements on borrowing funds such as general obligation bonds.
Road Fund: 45.39% The Road Fund is a special revenue fund used to account for specific revenues that are legally restricted for particular purposes.

The Town has the following Special Revenue Funds, legally restricted revenue sources.

  • Road Mill Levy Fund was created as a long term funding source for road maintenance, repair and reconstruction to fund Town public roadways.
  • Real Estate Transfer Tax Fund – 1% land transfer tax fund that funds special projects, parks & recreation, transportation, landscaping, road repair. 
  • Conservation Trust Fund – used for preserving public land and recreational acquisitions.
  • Excise Tax Fund – this fund is restricted to employee housing uses only.
  • Marketing and Special Events Fund – funds marketing and special events department.
  • Group Sales Fund – used to fund group sales department and attract more group business to Snowmass.

Capital Improvement Program Fund was created to consolidate the Capital Improvements Projects in one place within the budget. Various funds are used to support the Capital Improvement Fund depending on the individual projects and the appropriated fund source to pay for each project.

FACTS

  • Aspen Skiing Company mitigation to the Town of Snowmass Village is $1 per skier visit. Roughly, this totals to $830,000 per year for General Fund – earmarked for mass transportation.
  • Three percent of the Town’s fiscal year spending is on reserve in an Emergency Contingency Account.
  • The Town of Snowmass Village received the Distinguished Budget Award from the Government Finance Officers Association for its annual budget for the fiscal year 2005/2006.
  • The Town of Snowmass Village will begin the budgeting process for fiscal year 2008 in July. Town Council must pass an ordinance accepting the budget and certifying the mill levy. On January 1, 2008, the new budget is effective.
